Quotation from On War by Carl von Clausewitz
“War is the province of uncertainty: three-fourths of those things upon which action in War must be calculated, are hidden more or less in the clouds of great uncertainty”
On War, Book I, Ch. 3, The Genius for War, trans. J. J. Graham (1873), rev. F. N. Maude (1908)
The passage behind the later phrase 'fog of war'; Clausewitz uses it to explain why the commander needs penetrating judgment.
